I have received your despatch No. 276 of
September 22nd regarding the case of Mr. Chew Chuk-
shan.

While the instructions contained in Legation
Circular to Consuls of March 24th 1925 still in prins...s
ciple hold good, I consider that this is a case where
discretion as to whether we should claim protection
may usefully be exercised. In the circumstances as
described in your despatch I am not prepared to be-
come involved in a dispute with the Chinese local
authorities over the status of Mr. Chew. I according-
ly approve your suggestion that you should refrain
from intervention on Mr. Chew's behalf.
